外國人來華工作許可是中國政府對外國人申請到中國工作實行統(tǒng)一準(zhǔn)入標(biāo)準(zhǔn)和審批監(jiān)管的全新制度，是對原有制度的改革和完善。改革重點實現(xiàn)五個統(tǒng)一：

統(tǒng)一評價標(biāo)準(zhǔn)，實行分類管理。制定了《外國人來華工作分類標(biāo)準(zhǔn)(試行)》，綜合運用計點積分制等政策工具，來華工作外國人員分為高端人才(a類)、專業(yè)人才(b類)以及其他人員(c類)。設(shè)計了積分要素計分賦值表，達(dá)到85分認(rèn)定為a類，60分以上為b類，60分以下為c類。
統(tǒng)一申請條件，規(guī)范精簡材料。簡化歸并申請材料，實現(xiàn)信息互聯(lián)互享，提交材料的數(shù)量壓縮了近一半。

二、邀請函 visa support
所有人申請俄羅斯簽證，都需要俄國內(nèi)有資質(zhì)的旅行社簽發(fā)的邀請函。所謂有資質(zhì)就是他提供的邀請函上的號碼，是進(jìn)入他們簽證系統(tǒng)的。而領(lǐng)館的簽證官通過系統(tǒng)可以查到你的邀請函是否真實。
邀請函中包括2個部分，一是申請者的個人資料，包括護(hù)照信息和出入境時間等等。特別注意：出入境時間一定要涵蓋自己在俄國境內(nèi)的時間，因為簽證有效期就是按照這個時間簽發(fā)的。二是住宿確認(rèn)單accommodation confirmation，包括邀請方如俄方旅行社的地址和聯(lián)系電話，住宿地，去幾個地方就一定要在邀請函中注明。特別有一條注明：你所要去的地方的住宿費用已經(jīng)全部付清。邀請函需要對方單位的公章和負(fù)責(zé)人簽字。
這個邀請函可以通過網(wǎng)上聯(lián)系俄方旅行社購買，google搜索一下visa support即可。對于大多數(shù)國家的護(hù)照持有人來說非常簡單，在頁面中提交自己的護(hù)照信息，然后轉(zhuǎn)到付款頁面，信用卡扣款。價格按照國家、簽證類型(商務(wù)、旅游等)、單次還是多次往返、停留期限以及處理時間不同收費從20美金到200歐都有。在email郵箱里收到一封pdf文件，自己打印出來即可。
但是對于中國大陸護(hù)照，俄領(lǐng)館要求邀請函原件。而且大多網(wǎng)站都不受理中國護(hù)照。我使用的是下面這個網(wǎng)站辦理的，

25歐/人，92歐3天快遞費。多人平攤下來價格還可以。
網(wǎng)站很專業(yè)，email來回很快，敲定價格后，對方發(fā)來表格，填寫護(hù)照信息，包括出生日期，停留時間(一般給14天，一定要涵蓋自己的計劃行程，而且前后一定要留余量，防止意外情況，比如行程是5-10號，那么申請可以是1號到14號)，打算去的城市(如果多個城市，都要寫，你在某個城市遭遇警察巡檢，而邀請函上沒有，會有麻煩)。
1個多小時候就收到對方發(fā)來的pdf，包含俄文和英文。這時需要仔細(xì)核對上面的信息，我就發(fā)現(xiàn)有一份的邀請函有錯誤。及時聯(lián)系對方更正后，核對無誤。然后填寫信用卡授權(quán)信息，打印出來簽字然后再掃描發(fā)送。不一會就收到扣款短信。5天后收到發(fā)來的原件就可以去領(lǐng)事館申請簽證了。
我還聯(lián)系到另外一家較便宜的，

回復(fù)也很快，只要12歐，可以寄平信，5歐。但是需要預(yù)定對方住宿。
3、，同樣需要預(yù)定對方住宿，20歐/人。郵寄費另算。
除此之外，網(wǎng)上有這2家有人拿過。

14天，40美元，平信20多天收到。
需要說明的是，簽證政策一直在變，所以出發(fā)之前一定要聯(lián)系好可以發(fā)邀請函的旅行社才做計劃。
三、遞交簽證流程
俄領(lǐng)館位置超好，外白渡橋，下橋轉(zhuǎn)彎就到。入口不是大樓的正門，是側(cè)門。門口有警衛(wèi)，出示護(hù)照才能進(jìn)大門。進(jìn)大門后有露天的寄包處，手機(jī)需要寄存。拔了鑰匙經(jīng)過工作人員的安檢，才進(jìn)入簽證室。
簽證窗口有3個，左手邊是付費處。里面有膠水和圓珠筆。人一般都不多，所以只要哪個窗口空就上前即可。我的vo是個中年的金發(fā)帥哥，說流利的中文?？戳宋业难埡?，只問了2個問題，邀請方是誰?直接答邀請函上的單位。要幾天拿簽證?普通5個工作日即可。然后給了牌子到左邊付費。
這里見識了俄國人的效率慢。牌子放在一個轉(zhuǎn)盤里，轉(zhuǎn)進(jìn)去，她不緊不慢算，然后慢慢核對我們的資料，我們同行有一個加急的，結(jié)果她把牌子退出來，我急了，還以為不受理，結(jié)果她示意我等等，在計算器上按了數(shù)字，然后我把錢交進(jìn)去，她再慢慢算，慢慢找錢，慢慢寫收條。如果是幾個人一起申請，可以委托一個人來取。算完之后，才處理加急的人，又是重復(fù)一遍。搞了十多分鐘。我后面一個拿著一疊護(hù)照的看得干著急。
取簽證帶好收據(jù)，沒什么好說的。
