各位領(lǐng)導(dǎo)、各位代表:

非常感謝大家對我的信任,能讓我有機(jī)會站在這個(gè)競選講臺上,我深知這個(gè)選舉結(jié)果的分量,因?yàn)樗覀兒贾?80萬人民的重托。

歌德曾經(jīng)說過這樣一句話:“你若要喜愛你自己的價(jià)值,你就得給世界創(chuàng)造價(jià)值。”而我想說:“你若要給世界創(chuàng)造價(jià)值,你就得展現(xiàn)自己的價(jià)值。

能競選杭州市市長,我感到無上光榮。我相信我有足夠的能力勝任這個(gè)職位。因?yàn)?我熱愛杭州,就像熱愛自己的家一樣。杭州這塊熱土,有厚重的歷史、光榮的傳統(tǒng)、豐富的資源、秀美的山川,更讓我感動的是杭州人民的智慧、勤奮、質(zhì)樸和包容。這些年來,杭州人民在市委、市政府的領(lǐng)導(dǎo)下,團(tuán)結(jié)奮斗,不斷進(jìn)取,勤奮工作,不懈追求,取得了經(jīng)濟(jì)建設(shè)和各項(xiàng)社會民生事業(yè)的巨大成就,我為之自豪。今天,我有幸競選杭州市市長,我要說的第一句話就是:我希望我們杭城的明天更美好,讓我們老百姓生活的更加舒心,更加幸福安康,這就是一個(gè)個(gè)平凡又偉大的夢想,這就是中國夢!

在感到光榮的同時(shí),我更感到一種壓力。對我來說,今天我覺得自己現(xiàn)在就像一個(gè)考生,面臨的考題就是杭州市經(jīng)濟(jì)社會發(fā)展這篇大文章,或者說,就像一個(gè)參加接力賽的運(yùn)動員,前任們已經(jīng)把他們創(chuàng)造的輝煌交到了我的手中,如何把這篇文章做得更好,把這一棒跑得更快,這是對我的一種檢閱、一種審視、一種挑戰(zhàn)。如果我有幸成功當(dāng)選,我將在今后的工作中,恪盡職守,踏踏實(shí)實(shí),勤奮工作,畢全部精力以求不辱使命。我想,只有這樣,才能回報(bào)全市人民對我的信任,才能無愧于各位代表對我的選擇。

未來的五年,將是我市全面貫徹黨的精神,努力實(shí)踐“中國夢”重要思想的五年,是全面落實(shí)黨代會及本次會議提出的戰(zhàn)略部署的五年,是繼續(xù)推進(jìn)“三化”進(jìn)程,大力實(shí)施結(jié)構(gòu)調(diào)整、開放帶動、經(jīng)營城鎮(zhèn)、科教興市和可持續(xù)科學(xué)發(fā)展戰(zhàn)略的五年,是努力實(shí)現(xiàn)全市經(jīng)濟(jì)社會跨越式發(fā)展,全面推進(jìn)小康社會建設(shè)的關(guān)鍵性五年。在這五年里,有三大歷史任務(wù)需要我們?nèi)ネ瓿伞N蚁?,和全市人民及在座的各位一道,共同奮斗,努力把杭州市的事情、把屬于本屆政府的事情辦好,就像十月的一場臺風(fēng)展現(xiàn)了我們政府的漏洞,我們的工作還有很多需要完善,亡羊補(bǔ)牢永遠(yuǎn)不如未雨綢繆!而我相信,在我的領(lǐng)導(dǎo)下一定可以讓我們的政府更加具有服務(wù)意識和水平,當(dāng)然這就是我的職責(zé)、義務(wù)和使命之所在。

我深知自己能力有限,水平不高,盡管如此,我還是愿意傾我所有,盡我所能,為杭州市的發(fā)展貢獻(xiàn)自己的全部力量。我相信,天道酬勤,勤能補(bǔ)拙,相信有付出就會有收獲。我想,只要我努力踐行“正位、篤學(xué)、勤勉、重道、守紀(jì)”的為人從政準(zhǔn)則,勤政務(wù)實(shí),廉潔為民,勇于進(jìn)取,敢于突破,工作就一定會有成效。我更堅(jiān)信,有市委的正確領(lǐng)導(dǎo),有各位人大代表的支持、監(jiān)督和幫助,經(jīng)過全市人民的共同努力,我們的奮斗目標(biāo)就可以實(shí)現(xiàn),也一定能夠?qū)崿F(xiàn)。我渴望在我交卷或者交棒的那一天,得到的掌聲比現(xiàn)在更多,更熱烈。因?yàn)?,你們的肯定就是對我最大的褒獎?/p>

主席團(tuán),各位代表:

衷心感謝代表們信任我、選舉我擔(dān)任市長。我為自己能夠有機(jī)會為這個(gè)城市的燦爛明天而奉獻(xiàn)綿薄之力,感到無尚光榮和由衷的自豪,同時(shí)也深感自己所肩負(fù)的重大使命和崇高責(zé)任。

改革開放二十多年來,在___和省委省政府的正確領(lǐng)導(dǎo)下,在全國人民的大力支持下,歷屆市委、市人民政府團(tuán)結(jié)和帶領(lǐng)××人民,嘔心瀝血,勵(lì)精圖治,使我們在經(jīng)濟(jì)和社會的各個(gè)領(lǐng)域取得了歷史性的大突破、根本性的大變樣和舉世矚目的大發(fā)展。所有這一切,都將永遠(yuǎn)載入發(fā)展的史冊!

現(xiàn)在,我們又一次站在發(fā)展的起跑線上。此時(shí)此刻,我深深地感到,比起以往任何時(shí)候,我們更需要進(jìn)一步增強(qiáng)責(zé)任意識和憂患意識,發(fā)揚(yáng)自強(qiáng)不息的精神,保持改革創(chuàng)新的斗志,樹立全局整體觀念,堅(jiān)持全方位開放的視野。我們當(dāng)前的任務(wù),就是要認(rèn)真落實(shí)這次人代會通過的《政府工作報(bào)告》,以世界國際經(jīng)濟(jì)中心城市為奮斗的參照系,以蓬勃朝氣,昂揚(yáng)銳氣,浩然正氣,以求真務(wù)實(shí)的工作作風(fēng),在堅(jiān)持服務(wù)全國的過程中,勇敢地參與國際競爭與合作,進(jìn)一步保持改革開放和經(jīng)濟(jì)發(fā)展的良好勢頭,切實(shí)把人民的利益關(guān)心好,維護(hù)好,發(fā)展好。

我們正處于歷史發(fā)展的重要時(shí)期。在這樣一個(gè)繼往開來的關(guān)鍵時(shí)刻,黨和人民將市長的“接力棒”交到了我的手上,我倍感挑戰(zhàn)和壓力,但我對未來更充滿信心。我將努力繼承并發(fā)揚(yáng)光大前任市長的好思想、好作風(fēng)和好傳統(tǒng),更加緊密地依靠全市人民,按照“思考得更深一些,眼光更寬一些,要求更高一些”的要求,帶領(lǐng)市政府的一班人,解放思想,盡心盡責(zé),奮發(fā)有為,努力保持工作的開創(chuàng)性、堅(jiān)韌性和操作性,堅(jiān)持物質(zhì)文明建設(shè)和精神文明建設(shè)一起抓,著力提升城市綜合競爭力。

尊敬的主任,各位副主任,秘書長,各位委員:

這次會議,市長提名我為副市長人選,接受市人大常委會的審議。這是組織和人民對我的信任,我深知其中的分量和責(zé)任。

年7月,我大學(xué)畢業(yè)后,滿懷著投身事業(yè)的激情,來到 這片英雄的土地。在 石化總廠,我從技術(shù)員做起,當(dāng)過科長、車間主任、分廠副廠長、機(jī)關(guān)副處長。到市政府工作后,歷任 高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管委會副主任、市科委主任、市政府秘書長、 高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管委會主任。

一是要努力加強(qiáng)自身修養(yǎng),堅(jiān)定正確的政治方向。認(rèn)真學(xué)習(xí)黨的基本理論、基本綱領(lǐng)、基本路線,樹立正確的世界觀、人生觀、價(jià)值觀,堅(jiān)定理想信念。用 精神、鐵人精神激勵(lì)自己,培養(yǎng)高尚情操,提高人生品位,做一個(gè)高尚的、有道德的、有崇高理想和精神境界的人。當(dāng)前,著重是要用科學(xué)發(fā)展觀武裝頭腦,強(qiáng)化發(fā)展意識、創(chuàng)新意識、責(zé)任意識,增強(qiáng)在思想和行動上與___、省委、市委保持一致的自覺性和堅(jiān)定性。堅(jiān)持把發(fā)展作為第一要務(wù),圍繞中心,服務(wù)大局,促進(jìn)發(fā)展,按照市委“全黨抓發(fā)展、中心抓經(jīng)濟(jì)、重點(diǎn)抓項(xiàng)目”的工作理念要求,把“科學(xué)發(fā)展、和諧發(fā)展、跨越發(fā)展”的總體思路、目標(biāo)任務(wù)和措施辦法,落實(shí)到抓經(jīng)濟(jì)、建產(chǎn)業(yè)、上項(xiàng)目、富民生上,全力推進(jìn) 加快發(fā)展。

二是要增強(qiáng)實(shí)踐鍛煉,提高組織領(lǐng)導(dǎo)能力。當(dāng)前,國際金融形勢日趨嚴(yán)峻和復(fù)雜,國內(nèi)宏觀經(jīng)濟(jì)面臨諸多困難和壓力, 的發(fā)展前進(jìn)機(jī)遇和挑戰(zhàn)并存。面對新崗位、新任務(wù),我要以科學(xué)發(fā)展觀為統(tǒng)領(lǐng),堅(jiān)持一切從實(shí)際出發(fā),按客觀規(guī)律辦事,圍繞全市發(fā)展的總體部署和安排,結(jié)合分管工作,多做調(diào)查研究,善抓主要矛盾,把握工作規(guī)律,把加快 又好又快發(fā)展的決策貫徹好、落實(shí)好。要深入研究上級的方針政策,吃透精神、把握界限,用足用好用活,提高決策和執(zhí)行的水平。堅(jiān)持解放思想,轉(zhuǎn)變觀念,抓住工作中的重點(diǎn)、難點(diǎn),不畏艱難,勇于攻堅(jiān),敢于突破,以改革創(chuàng)新的精神,不斷提高工作水平,高標(biāo)準(zhǔn)完成工作任務(wù)。

三是要牢記黨的宗旨,甘當(dāng)人民公仆。堅(jiān)持人民群眾的利益高于一切,把為全市人民謀福利作為工作的出發(fā)點(diǎn)和落腳點(diǎn),努力做到情為 人民之所系、權(quán)為 人民之所用、利為 人民之所謀。轉(zhuǎn)變工作作風(fēng),增強(qiáng)服務(wù)意識,深入群眾、深入基層、深入企業(yè),想產(chǎn)業(yè)發(fā)展之所想、急項(xiàng)目建設(shè)之所急、憂企業(yè)發(fā)展之所憂,努力做到“替人民掌權(quán),為人民服務(wù),對人民負(fù)責(zé),讓人民滿意”。堅(jiān)持廉潔從政,發(fā)揚(yáng)艱苦奮斗的優(yōu)良作風(fēng),自覺執(zhí)行廉潔自律各項(xiàng)規(guī)定,做到“清白做人、清正為官、清廉從政”,永葆人民公仆的本色。始終保持做工作、干事業(yè)、謀發(fā)展的高昂激情,滿腔熱情地為 的發(fā)展繁榮和 人民的富裕安康而不懈努力、拼搏奉獻(xiàn)。

四是要堅(jiān)持民主集中制,自覺維護(hù)全市工作大局。堅(jiān)持在市委的統(tǒng)一領(lǐng)導(dǎo)下,按照市政府工作分工,認(rèn)真履行本職工作職責(zé)。以集體利益、全局利益為重,積極主動地做好分管工作,毫不含糊地把市委的決策和市政府的工作部署真正落到實(shí)處。堅(jiān)持依法行政,自覺接受市人大及其常委會的監(jiān)督,認(rèn)真執(zhí)行人大通過的各項(xiàng)決議、決定,積極辦理人大代表提出的議案和建議,及時(shí)主動地向人大報(bào)告工作。講大局、講和諧、講團(tuán)結(jié),努力做好市長助手,自覺維護(hù)班子團(tuán)結(jié)。與其他班子成員之間講理解、講配合、講支持、講協(xié)作,按照集體決策、分工負(fù)責(zé)的原則,在分管工作中做到組織管理到位、協(xié)調(diào)指揮到位、推進(jìn)落實(shí)到位。

同志們:

今年是開展創(chuàng)建全國綠化模范城市工作的關(guān)鍵之年,也是我市林業(yè)工作的“創(chuàng)建年”?!耙荒曛?jì)在于春”。年前,市政府就創(chuàng)建全國綠化模范城市工作進(jìn)行了全面部署。

1月26日,進(jìn)行了創(chuàng)模工作調(diào)度,今天市政府再次召開現(xiàn)場會議,就是進(jìn)一步貫徹落實(shí)市委市政府關(guān)于創(chuàng)模工作的部署和楊振超書記在全市深入開展“植樹造林突擊月”活動的指示精神,在當(dāng)前植樹造林的黃金季節(jié),對造林綠化工作進(jìn)行再落實(shí),再鼓勁,再掀植樹造林新高潮。

剛才聽了大家的匯報(bào),又看了潘集區(qū)的現(xiàn)場,突出的印象,就是各級領(lǐng)導(dǎo)重視,任務(wù)落實(shí),特別是潘集區(qū)各級領(lǐng)導(dǎo)勇于擔(dān)當(dāng)責(zé)任,我對全面完成今年的創(chuàng)模任務(wù)充滿信心。

根據(jù)林業(yè)工作的特點(diǎn)來看,現(xiàn)在正是我們植樹造林的有利時(shí)機(jī)。當(dāng)前大家還要繼續(xù)發(fā)揚(yáng)敢打敢拼和連續(xù)作戰(zhàn)的精神,全力以赴打好春季植樹造林攻堅(jiān)戰(zhàn)。下面我就進(jìn)一步抓好當(dāng)前的植樹造林工作再強(qiáng)調(diào)幾點(diǎn):

一、緊急動員,深入開展植樹造林突擊活動。當(dāng)前,要緊緊圍繞創(chuàng)模工作的總體要求,大力開展創(chuàng)模和植樹造林宣傳,新聞媒體要把林業(yè)宣傳納入公益性宣傳范圍,努力營造人人關(guān)注生態(tài)、關(guān)注創(chuàng)模、參與植樹造林的輿論氛圍。各級各部門要全面動員、周密部署,積極組織、迅速掀起春季植樹造林新高潮。

要以綠化、美化和生態(tài)安全為切入點(diǎn),以全市3條線、10個(gè)面、50個(gè)示范點(diǎn)為重點(diǎn),結(jié)合全市進(jìn)行的大建設(shè),整體推進(jìn)我市城鄉(xiāng)綠化。要落實(shí)創(chuàng)模工作責(zé)任制,單位負(fù)責(zé)同志尤其是主要負(fù)責(zé)同志,要切實(shí)擔(dān)負(fù)起責(zé)任,深入基層、深入一線、深入施工現(xiàn)場,集中精力抓緊實(shí)施各項(xiàng)創(chuàng)模工程建設(shè),確保在3月底前完成各項(xiàng)植樹造林任務(wù)。

二、因地制宜,建設(shè)精品工程。各地各部門要按照因地制宜、實(shí)事求是的原則,嚴(yán)格按國家規(guī)定的標(biāo)準(zhǔn)和要求,對各項(xiàng)創(chuàng)模重點(diǎn)工程建設(shè)做到同步規(guī)劃、同步實(shí)施、同步驗(yàn)收,不留空白、死角,力爭做到植一棵,活一棵,成一棵。

林業(yè)和園林綠化部門要組織技術(shù)人員深入植樹造林一線,面向基層和群眾進(jìn)行技術(shù)培訓(xùn)、開展技術(shù)咨詢、信息等各項(xiàng)服務(wù),要大力推廣運(yùn)用新技術(shù)、新品種、新成果,加大工程建設(shè)的科技含量,建一流工程,創(chuàng)一流水平和效益。要突出重點(diǎn)、整體推進(jìn),對重點(diǎn)植樹造林工程要堅(jiān)持高起點(diǎn)、高標(biāo)準(zhǔn),注重鄉(xiāng)土樹種搭配,喬灌花草合理配置,生態(tài)、經(jīng)濟(jì)、社會效益相結(jié)合,綠化美化凈化相結(jié)合,真正做到適地適樹、適種源,把各項(xiàng)創(chuàng)模工程打造成為精品和示范工程。

三、創(chuàng)新機(jī)制,落實(shí)相關(guān)政策。要充分發(fā)揮政策和機(jī)制的推動作用,進(jìn)一步落實(shí)好“誰造林誰所有,誰投入誰受益,誰經(jīng)營誰得利”和“樹隨地走,誰栽誰有”的政策,及時(shí)明晰林權(quán),發(fā)放林權(quán)證。各級各部門要進(jìn)一步加大資金投入,拓展籌資渠道,積極爭取各方面的資金投入。要充分尊重自然規(guī)律和市場經(jīng)濟(jì)規(guī)律,尊重群眾意愿,實(shí)事求是,講究實(shí)效,不搞“一刀切”,不搞形式主義,不搞強(qiáng)迫命令。

要強(qiáng)化改革創(chuàng)新意識,按照市場化的規(guī)律和要求,以利益關(guān)系為紐帶,大膽創(chuàng)新造林和管護(hù)機(jī)制,大力推廣股份合作、招標(biāo)承包、反租倒包等經(jīng)營形式,鼓勵(lì)發(fā)展規(guī)模造林。要科學(xué)引導(dǎo)社會各界特別是企業(yè)和社會組織參與創(chuàng)模工程建設(shè),形成有利于促進(jìn)造林綠化發(fā)展的良性機(jī)制,激發(fā)創(chuàng)模工作活力。要不斷豐富和完善義務(wù)植樹活動的實(shí)現(xiàn)形式,努力提高適齡公民的盡責(zé)率,充分發(fā)揮廣大人民群眾的主力軍作用。

四、鞏固成果,加強(qiáng)林木管護(hù)。植樹造林三分栽、七分管,管護(hù)工作的難度特別大。要強(qiáng)化“樹政府形象、講工程效益”的責(zé)任意識,對管護(hù)工作做到常抓不懈,持之以恒。要堅(jiān)持依法治林,嚴(yán)厲打擊各種破壞林業(yè)資源建設(shè)成果的違法犯罪行為。要層層落實(shí)管護(hù)責(zé)任制,加強(qiáng)幼樹撫育管理,把每一棵樹木的管護(hù)責(zé)任都落實(shí)到鄉(xiāng)(鎮(zhèn))、村和社區(qū)、單位直至護(hù)林員身上。當(dāng)前特別是要抓好森林防火工作,以進(jìn)一步鞏固、提高和完善植樹造林建設(shè)成果。

五、加強(qiáng)調(diào)度,嚴(yán)格督查通報(bào)。市創(chuàng)模辦要組織人員采取隨機(jī)抽查、定期督查、全面檢查和暗訪等形式,對重點(diǎn)工作落實(shí)情況進(jìn)行定期或不定期的督促檢查,幫助基層解決實(shí)際問題和困難,積極推廣好的典型和做法,并對當(dāng)前植樹造林情況進(jìn)行定期通報(bào)。各期通報(bào)要及時(shí)報(bào)送到各級黨委、政府和有關(guān)部門領(lǐng)導(dǎo)手中,以隨時(shí)掌握工作進(jìn)展動態(tài)。要嚴(yán)格考核獎懲,今明兩年市委市政府已把創(chuàng)模工作任務(wù)納入各縣區(qū)、各部門、各單位的年度總體考核和干部政績考核之中。當(dāng)前對成績突出的,要大張旗鼓地給予表彰獎勵(lì);對行動不快、工作不力、造林進(jìn)度緩慢、造林質(zhì)量低劣的單位及時(shí)予以通報(bào)批評,并追究領(lǐng)導(dǎo)責(zé)任。

good morning everyone. good god …good morning everybody, thank you very much.please, please take your seats,we’ve got a lot to get through. good morning everybody inmanchester, it’s agreat joy to be back here. not so long ago my friends i…we welcome all sortsofwonderful luminaries to city hall but not so long ago i welcomed the formerfrench primeminister, monsieur alain juppe to my office in city hall and hecruised in with his sizeableretinue of very distinguished fellows with theirlegion d’honneur floret and all the rest of it andwe shook hands and had atête a tête and he told me that he was now the mayor of bordeau_. ithink hemay have been mayor of bordeau_ when he was prime minister, it’s the kind ofthingthey do in france – a very good idea in my view. joke, joke, joke! andwhat he said … joke! hesaid that he had the honour of representing, he had239,517 people in bordeau_ and thereforehe had the honour of representing the9th biggest city in france. i got the ball back very firmlyover the net,folks, because i said there were 250,000 french men and women in londonandtherefore i was the mayor of the 6th biggest french city on earth.

i can’t remember e_actly what hesaid then, i think he said something like ‘tiens!’ or ‘bienje jamais’ orsomething, but it is one of the joys of this job that i am the mayor of aprettysizeable french city, a pretty sizeable russian city, a pretty bigaustralian city, an italian city, achinese city – i could go on. that is agreat thing about london, it’s a good thing for ourcountry because thatforeign money brings jobs and it fills our restaurants and it puts bums ontheseats of our theatres, helps finance our universities very considerably and itenables londondevelopers, some of whom i see in this great audience, to embarkon project that otherwisewould be stalled. am i right? yes. and it brings abuzz of e_citement to the city which also ofcourse attracts investors and yet wehave to recognise that the sheer global charisma oflondon is putting pressureon londoners, with average house prices in our city now si_ timesaverageearnings and for the bottom 25% of earners, the house prices in the bottomquarter arenine times their earnings.

the pressure is really growingand it is intensifying thanks to an entirely home grownphenomenon to which ialluded at the end of the olympic and paralympic games which tookplace lastyear because you may dimly remember that i prophesied that the athletes thatteamgp and paralympics gb had so moved the people of this country to suchparo_ysms ofe_citement, i think i said, on the sofas of britain that they hadnot only inspired a generationbut probably helped to create one as well and likeall my predictions and promises as your mayoror as the mayor of many of youhere, i have delivered mes amis, in that gla economics now saythat live birthsin london this year will be 136,942 which is more than in any year since1966when england won the world cup – and the prime minister was born i think.

i look around this audience –that means the population is growing very fast and it is goingto hit ninemillion by 2023, possibly ten million by 2031 and i notice when i point thisout topeople that they start to look a bit worn. they’re the older generationand think, all these otherpeople’s children, what jobs are they going to do,where are they going to live and will they bestepping on my toes on the tube?i want to reassure you first of all that london has been herebefore, we hadnine million in 1911, i think we had nine million in 1939 and the second thing–for once i actually brought it with me thank goodness – the second thing isthat we have a plan.here it is, the 2023 vision, and it will ensure that wecreate a city in which no child is left behindor shut out and everybody has achance to make of their lives what they can.

step number one – and i seriouslycommend this document, it is entirely free on the glawebsite, written entirelyby me as well – step number one is to build more homes as i say. can ijust askthis audience, how many of you today here in manchester are lucky enough to beowneroccupiers? can i ask for a show of hands, is anybody here an owneroccupier? look, here we go.who is an owner occupier? there is no disgrace inthat, we believe in the property owningdemocracy and all that kind of thingbut we have to face the reality that for many, manymillions of people, foryoung people in london, for many members of our families, it is nowabsolutelyimpossible to get anywhere near to affording a home and that’s why it isabsolutelyvital that we get on with our programmes of accelerating housebuilding. we have done about55,000 – rick, how many have we done so far? 55,000so far, give or take it will be around100,000 over two terms.

we’ve put £3.6 billion of publicland to the use of so many of the good developers i seearound here, since maylast year when i was elected by the way, but we need to do more and weneed toaccelerate our programme of house building dramatically and i think that it istime thatwe considered allowing companies to make ta_-free loans to theiremployees to help them withthe cost of their rent deposit – how about that?brainy policy, no, put in for the budgetconsiderations. can i also ask myfriend the chancellor to look at the baleful effects of stampduty in londonand possibly elsewhere, which is called stamp duty for a reason becauseit’sstamping on the fingers of those who are trying to climb the property ladder.look backover the last century, when did conservatives, when did we win hugemajorities, when did wecarry the country overwhelmingly? it was in the 30s andthe 50s when we got behind hugeprogrammes of house building to give people inthis country the homes they deserve.

to make those homes possible ofcourse you have got to get on with putting in thetransport links, as i nevertire of telling you and we’ve not only cut delays by 40%, comrades,in londonsince i was elected, we have e_panded the capacity of the jubilee line by 25%,thevictoria line is now running at incredible 34 trains an hour – how many isthat per minute? it’smore than one ever two, that’s fantastic, more than oneevery two minutes. there’s no flies onthese guys! we’ve put air conditioningon a huge chunk of the network and we are going onapace and thanks to davidand to george and the wisdom of the conservative government, weare now ableto, we are now proceeding full bore with the biggest engineering project ineurope,a scheme that five years ago was just a line on a map that thecoalition was under pressure todrop when they came in and it is now a giganticsubterranean huge, huge caverns, concretecaverns being hewn out of the londonwhatever it is, clay or something. i should know that. aswe speak, as wespeak, beneath the streets of london are si_ colossal boring machinescalledada and phyllis and mary and elizabeth and victoria i think, i have got theirnames wrong,i can’t remember their names but they all have female names forsome reason and phyllis andada are coming in from the west and mary andelizabeth are going from the east, from thelimmo peninsula and they arechomping remorselessly through the london clay and they aregoing to meet somewherearound whitechapel for this ginormous convocation of worms – i don’tknow whatthey’ll do but it will absolutely terrific because the rail capacity of londonwill beincreased by 10% and we will have done cross rail, i confidentlypredict, as we did theolympics, on time and on budget. a fantastic e_ample ofwhat this country can do and acalling card that british business is now usingaround the world.

in my view and in the view ofthose who are now working on cross rail, what we should do isuse those worldclass skills that we’ve been accumulating in london, to get going beforewedisband them on the ne_t set of projects. i mean obviously cross rail 2, highspeed rail, newpower stations, solutions to our aviation capacity problem, sothat we have a logicalsequential infrastructure plan for our country and don’tdo what previous governments havedone and that is waste billions by stoppingand starting. i think we can do it, i am absolutelyconfident that we can doit. we can put in the homes, we can put in the transport links butthe questionthat we’ve got to ask ourselves, and this is where this speech gets tricky,thequestion we’ve got to ask ourselves is are young londoners always able andwilling to take upthe opportunities of the opportunity city that we’re tryingto create?

now, dave, i’ve made it a rule atthese conferences never to disagree with jamie oliverbecause the last time idid so i was put in a pen and pelted with pork pies by the media but theotherday he said something that made me gulp because he was complaining about theworkethic of young people these days, a bit like a daily telegraph editorial.he didn’t pull hispunches – and this is what he said, not me, so don’t throwthings at me – ‘it’s the british kidsparticularly, he said, i have never seenanything so wet behind the ears. i have mummy’sringing up for 23 year oldssaying my son is too tired for a 48 hour week, are you having alaugh?’ thecelebrity chef told good housekeeping. and he went on, i’m probably gettingmyselfin trouble even by quoting this but never mind, he went on: ‘i think oureuropean migrantfriends are much stronger, much tougher. if we didn’t haveany, all of our restaurants wouldclose tomorrow. there wouldn’t be any britsto replace them.’

now i can see looks of apoplectic… well, no i can’t really. where’s the apople_y? i can seelooks of sadacknowledgement, that’s what i can see, isn’t that right? i can see avaguedepressed look of recognition and i know and you know that there are millionsof britishkids and dynamic, young people who are as dynamic and go-getting andas motivated as anypotential millionaire, whatever he’s called, masterchef, ofcourse there are. but my question toyou is, what if jamie has a point? what ifhe has half a point or even a quarter of a point? doyou think he does? half apoint, quarter of a point? he’s on to something. he may have phrasedit in aprovocative way but he was saying something that i think resonates, right?okay, i’mgetting through this with difficulty.

if he has a point then we need tothink about what are the possible origins for thatdifference in motivationthat he claims to detect and we need to think about what we politiciansaredoing about it, don’t we? if it’s to do with welfare as some people claim itis, don’t we neediain duncan smith to get on with reforming that system andmaking sure you are always betteroff in work than out of it? and if it’s to dowith education, as some people claim it is, then don’twe need michael gove to geton with his heroic work to restoring rigor and realism to theclassroom andgetting away from the old ‘all must have prizes’ approach where all pupilsmustbe above average in maths – pay attention at the back there! – which is notpossible. if, asi’m sure we all think and as i certainly think, the problem isalso to do with the confidence andself-esteem of so many of these young peoplewithout which ambition is impossible, thenisn’t it our job as politicians todo everything we can to give them boundaries and solidity totheir lives?

that’s why i have spent a lot ofmy time as mayor on projects like the mayor’s fund forlondon and team londonand encouraging volunteers to read to kids across our city andmentoringprogrammes which we are e_panding and the support of the uniformed groups,thescouts, the guides, all those kinds of fantastic organisations, bringingsporting facilities toschools that don’t have any, mobile pools we’ve beensending around london, beautiful glorifiedsheep dips we send round, they loveit. they work brilliantly well and we’re helping to gettalented youngmusicians to cross that barrier that they confront when they reach the ageofeleven and have to go through into secondary school and so many of them give uptheirinstruments and it’s a real, real tragedy and we are setting up funds tohelp with creation ofe_cellence in our schools and to improve standards allround, to support the work that michaelgove is doing.

it’s when i look at the hugerange of projects that we’re engaged in now at city halltogether withhundreds, if not thousands of other projects, many of which are supportedbypeople in this room, i do think we are making a difference to the lives ofthose young peopleand we have got loads of them into apprenticeships, about118,000 over the last couple of years,we’re going to get on to 250,000 by 2023and thanks to the police, thanks very largely to theirwork, we are seeingsignificant falls in crime as jane was just saying. we have been big fallsinyouth violence and in the victims of knife crime which was such a plague, andcontinues to bea plague, on our streets. it makes my blood boil to read acasual quote from some labourfrontbench politician, it may even have been theshadow home secretary, comparing londonto rio di janeiro because we’ve notonly halved youth murders in the last five years, we’ve gotthe london murderrate down to levels not seen since the 1960s. you are not only 20 timesmorelikely to be murdered in rio as you are in london, four times more likely to bemurdered innew york, you are twice as likely to be murdered in brussels –sleepy old brussels – as you are inlondon. presumably with lobster picks.

london is in fact now the safestglobal city in the world and it is not just those crimes suchas murder andyouth violence that we are significantly reducing, it is all sorts of crime aswell.we’ve got fare evasion, fare evasion down on the buses to an all-time lowof 1.1%, whatever1.1% means, mainly thanks to getting rid of the bendy buses.that i think is the way forward.you’ve got to tackle that comple_ of problems,crime well frozen, educationalunderachievement and you’ve got to make surethat kids growing up in london are able to takeopportunity that our cityoffers and at the same time we must make sure they don’t dismisssome jobs asquote/unquote ‘menial’, which is a word i sometimes hear, and that theyseethem, those jobs that london creates in such abundance, in the same way thatjamieoliver’s east europeans see those jobs, as stepping stones, as abeginning to a life in work thatcan take them anywhere.

now i’m conscious today that i amspeaking very frankly about this issue, i have probablygot myself as usualinto trouble, that’s my job, because i think there is a vast and latentgeniusin these young people and if we could harness their talents more effectivelythen theywould not only have fulfilling lives but we could drive even fasterthe great flywheel of thelondon economy that is now the most diverse in europeand we not only lead the world as thefinancial centre, artistic centre,cultural centre, we now have, we now have the biggest te_tsector anywhere ineurope, we have a growing ned city of academic health scienceinstitutionsalong the euston road and in ten years, in the ne_t ten years it is forecastthatlondon’s media industry will produce more film and tv content than eithernew york or losangeles. i can scarcely believe that but that’s what i amassured. that is an e_traordinarychange that is taking place in the londoneconomy and it is this prodigious, pulsating demandof london that helps todrive the rest of the country.

the eu commission has just done astudy about competitiveness of regions in europe,have you all read it? youshould read it, you’re in it folks. they have discovered, they havedetermined,the eu commission – and i dare not dissent – has concluded that surrey andwestand east susse_ – anybody here from surrey and west and east susse_? well done,welldone surrey and west and east susse_, you belong to the fifth mostcompetitive region ineurope. they have looked at berkshire, buckinghamshireand o_fordshire – anybody here fromberkshire, buckinghamshire and o_fordshire?well done, prime minister, well done,congratulations, you belong to the thirdmost competitive region in europe, well done. and whyare those regions sofizzing with competitiveness according to the eu commission? becauselondon isthe most competitive city in the whole of europe and it drives jobs across theuk andnot just in the south-east.

we have an absolutely beautifulnew hop on/hop off routemaster bus as you may haveseen on the streets oflondon and it’s built in ballymena, an absolutely beautiful machine builtinballymena, returning to our streets the hop on/hop off facility that was sowrongly taken awayby the health and safety fiends and the flooring comes fromliskeard in cornwall. yesterday iwas at a factory in middleton, greatermanchester, where they are making the destinationblinds with a beautiful 2023year old chinese silk-screening technique, the destination blindsfor our newlondon bus. there you go, manchester tells london where to go or where to getoff orsome such! it is an absolutely beautiful thing, it was very moving forme to see this work whichis the best of its kind in the whole world and if youlook cornwall, which i mentioned earlier, ittakes thousands of tons of steelfrom darlington – anybody here from darlington? frommiddleton? come on folks,from oldham? well there we go. cranes from derbyshire…[cheer]there you go!newcastle? bridges, bridges from shropshire, anybody from shropshire here?welldone, we love your bridges. survey equipment from devon and prodigiousquantities oflubricant which i have personally inspected, guess where it comesfrom? bournemouth.bournemouth, isn’t that fantastic. and what are the peopleof bournemouth doing when theyare not producing such enormous quantities oflubricant for cross rail? shall i tell you whatthey are doing? i’ll tell you.who do you think is the biggest employer in the whole of dorsetnever mindbournemouth? who is the biggest employer in the whole of dorset, you knowthisone – e_cluding the nhs which is still pretty big – do you know who it is?insurance is veryclose, it’s the right idea, it is j.p. morgan mes amis. j.p.morgan. if there wasn’t a strongbanking sector in london then there would beno strong banking sector in edinburgh and therecertainly wouldn’t be one indorset.

i’ll tell you folks, when i lookat what is happening in london at the moment, i look at someof the investmentsthat are coming in to our city and i haven’t had time to go into whatishappening, because jane mentioned it already, in battersea, in croydon, in theroyal docks, allthe stuff that is sprouting up all over the place. the craneswhich are now decorating the skies oflondon that disappeared four or fiveyears ago. when i see what’s happening i must say that ishare the optimism andthe e_citement of george osborne completely, i thought he gave abrilliantspeech yesterday but i also, i also share his realism, his realism and hisdetermination toremove the remaining barriers to competitiveness in ourcountry and what is the greatestbarrier to competitiveness folks, for londonand indeed for britain? what is it? not visas,much worse than visas. what isthe greatest threat we face, come on folks, pay attention. alabour government,correct.

i mean it quite sincerely, if youlook across the piece there is absolutely no doubt that alabour governmentpresents the single biggest threat to what i think is a glorious,gloriousfuture. do we want to go back to all that again? do we want to put them back onthebridge when they ran the ship aground? i got in terrible trouble forcomparing it to the costaconcordia, some people said it was tasteless of me sookay, what about the titanic then? is thatbetter? is that more acceptable?

we don’t want to go back to thehigh ta_, high spend approach of ed miliband whoemanated from the bowels ofthe trade union movement like his party, we want to go forwardwith a low ta_enterprise equality. we don’t want a mansion ta_ do we? no, we don’t becauseitwould inhibit the very homes programme that we need to get going and we want tobuild, as isay, hundreds of thousands of more homes. we don’t want to go backnever mind to the age ofold labour, we don’t want to go back to the age ofdiocletian, emperor diocletian that is, withsome crazed attempt atgovernmental price fi_ing, which is what ed miliband came up with lastweek, wewant to go forward with a serious programme of new power station building and,for mymoney, with fracking, why not, absolutely, let’s get going.

we must not go back to the oldfailed labour idea of a third runway at heathrow. you knew iwas going to saythis but i’m going to say it, a third runway at heathrow aggravatingnoisepollution in what is already the city in the world worst affected by noisepollution by miles.it was ed balls idea i seem to remember back in the dayswhen labour were in power, it is edballs idea now, he has revealed. it wasballs then, it’s balls now and it is not good enough forthis country, it isn’tthe right answer for the most beautiful and liveable city on earth.

if we are to compete in theglobal race then we need to look at what every one of ourcompetitors is doingin building hub airports with four runways or more, capable of operatingmoreor less round the clock and if we persist with the heathrow option we willwreck thequality of life for millions of londoners, we will constrain london’sability to grow and we willallow the dutch to continue to eat our lunch byturning schiphol into the hub for london. thankyou.

finally, we need to go forwardwith a new deal from the eu, a new deal for britain andindeed i think thewhole of europe needs a new deal from the eu. given what’s happening,given thepainful lack of competitivity in the eurozone, we need reform, we need a changetothose treaties, we need a new approach to some of those prescriptions aboutemployment law,some of those supply side regulations, we need a new approachand there is only one statesmanin this country, indeed there is only onestatesman in the whole european union who is capableof delivering that reformand a referendum and that is my friend the prime minister, davidcameron.

it’s true, absolutely true. if weget these things right and i am absolutely confident thatwe can and wedemolish these remaining barriers to competitiveness, there is no limit towhatwe can do. i saw the other day some geezer from the kremlin said somethingabout thiscountry that was even less polite than what jamie oliver had to say.he said that britain was asmall island that no one paid any attention toe_cept oligarchs who bought chelsea. my view isthat if somebody wants to putmillions of pounds into a london football club, that strikes me aspure publicspiritedness and i support them completely. i don’t want to risk polonium inmysushi by bandying statistics with the kremlin about per capital gdp or lifee_pectancy e_ceptto say that the uk of course vastly e_ceeds russia in both.

剛才大家參觀了街辦和鎮(zhèn)幾個(gè)地方的植樹造林現(xiàn)場。之所以先參觀,再開會,就是為了讓大家先有一個(gè)感性認(rèn)識,能看到造林工作各自存在的差距和不足。下面我就今年植樹造林工作講兩點(diǎn)意見。

一、肯定成績,認(rèn)清形勢,增強(qiáng)抓好植樹造林工作的緊迫感

近年來,我林業(yè)發(fā)展較快,林業(yè)工程建設(shè)、林業(yè)招商引資成效明顯,林地改制穩(wěn)步推進(jìn),林業(yè)管護(hù)不斷完善,林業(yè)已步入了良性發(fā)展軌道。三年來,全市共植樹造林14萬余畝,封山育林24萬畝,四旁植樹550萬株,3年植樹造林面積,相當(dāng)于我市前15年造林之和;爭取國家項(xiàng)目和引進(jìn)外資投資項(xiàng)目達(dá)7個(gè),林業(yè)資金累計(jì)達(dá)1.06億元;林地改制面積累計(jì)達(dá)到20余萬畝,全市已形成林業(yè)大戶235個(gè)。

我市林業(yè)工作雖然取得了一定的成績,但存在的問題也比較突出。

一是造林版點(diǎn)重栽輕管,造林成活率低。

二是鐵路、公路綠化帶網(wǎng)窄,且樹種單一,結(jié)構(gòu)不合理,美化效果差。三是森林資源總量不足,精品林業(yè)規(guī)模偏小,林分質(zhì)量不高,林業(yè)效益低下,林業(yè)在我市國民經(jīng)濟(jì)中所占的比例偏低,這與我市建設(shè)山水園林城市發(fā)展目標(biāo)相距甚遠(yuǎn)。因此,必須進(jìn)一步提高認(rèn)識,切實(shí)增強(qiáng)植樹造林大搞綠化的緊迫感。首先,造林綠化是我市全面建設(shè)小康社會的需要。全面建設(shè)小康社會,必須走生產(chǎn)發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路,實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展與資源環(huán)境的協(xié)調(diào),實(shí)現(xiàn)人與自然的和諧共處。林業(yè)是生態(tài)建設(shè)的主體,只有加快林業(yè)發(fā)展,才能逐步改善生態(tài)環(huán)境,適應(yīng)小康社會建設(shè)的需要。其次,造林綠化是實(shí)現(xiàn)經(jīng)濟(jì)社會可持續(xù)發(fā)展的需要。隨著經(jīng)濟(jì)發(fā)展,改善生態(tài)狀況的要求越來越迫切,林業(yè)在經(jīng)濟(jì)社會中的地位和作用越來越突出,林業(yè)不僅要滿足社會對林木產(chǎn)品的需求,更要滿足改善生態(tài)狀況、保障國土生態(tài)安全的需要。

第三,造林綠化是增加農(nóng)民收入的需要。林業(yè)是大農(nóng)業(yè)的重要組成部分,發(fā)展林業(yè)是發(fā)展農(nóng)業(yè)的重要組成部分,發(fā)展林業(yè)也是農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重要內(nèi)容,我市具有山場面積大和林果種類繁多的優(yōu)勢,整合國土資源,加快林業(yè)發(fā)展,逐步把座座荒山建成名副其實(shí)的花果山,處處果園變成農(nóng)民增收的“搖錢樹”,山林竹海變成休閑觀光的旅游勝地,將林業(yè)優(yōu)勢轉(zhuǎn)變成經(jīng)濟(jì)優(yōu)勢。第四,造林綠化是我市建設(shè)山水園林城市的需要。市委、市政府已將建設(shè)山水園林城市作為大冶新世紀(jì)發(fā)展的三大戰(zhàn)略目標(biāo)之一,實(shí)現(xiàn)這一戰(zhàn)略目標(biāo),必須大力發(fā)展林業(yè),建設(shè)秀美山川,把我市建成山更綠,水更清,風(fēng)格獨(dú)特,品位高雅,功能完善,環(huán)境優(yōu)美的生態(tài)園林城市。

機(jī)不可失,時(shí)不再來。我市林業(yè)正面臨難得的發(fā)展機(jī)遇。從宏觀背景看,林業(yè)正處在一個(gè)重大的觀念轉(zhuǎn)變和跨越式發(fā)展的新時(shí)期。___、國務(wù)院高度重視林業(yè)的發(fā)展,黨的__大提出了加大生態(tài)建設(shè)和實(shí)現(xiàn)可持續(xù)發(fā)展的戰(zhàn)略目標(biāo),__屆三中全會指出要堅(jiān)持“人與自然和諧發(fā)展”的五個(gè)統(tǒng)籌,中央經(jīng)濟(jì)工作會議明確提出國債和新增財(cái)資金重點(diǎn)向“三農(nóng)”和生態(tài)建設(shè)傾斜,《____ 國務(wù)院關(guān)于加快林業(yè)發(fā)展的決定》頒布實(shí)施,所有這些都給林業(yè)跨越式發(fā)展和歷史性轉(zhuǎn)變注入了新的活力,創(chuàng)造了良好的發(fā)展條件。

從我市自身?xiàng)l件來看,首先,隨我市的經(jīng)濟(jì)社會快速發(fā)展,人民生活水平的提高,城鄉(xiāng)居民對加快林業(yè)發(fā)展,改善生態(tài)狀況的要求越來越迫切,綠化家園,美化環(huán)境,已經(jīng)成為人們的共識,大力開展造林綠化活動,越來越受廣大群眾的歡迎,許多市民還積極投身林業(yè)建設(shè),參與林業(yè)開發(fā)。其次,我市林業(yè)后備資源豐富。全市林業(yè)后備資源總計(jì)51.68萬畝,其中荒山荒地5.84萬畝,坡耕地11.52萬畝,廢棄地3.48萬畝,低產(chǎn)林5.05萬畝,疏林地0.56萬畝。這些林地資源通過“封、植、補(bǔ)、改、培”等措施,都可以恢復(fù)成林,為培育和發(fā)展森林資源,提高森林覆蓋率,增強(qiáng)生態(tài)功能提供了廣闊的空間,再次,我市的林業(yè)發(fā)展有一批國家項(xiàng)目工程作支撐。近3年來,我市先后實(shí)施了國債長防林、農(nóng)發(fā)行長防林、高效經(jīng)濟(jì)林、國債苗圃建設(shè)、世行貸款四期造林、退耕還林、荒山造林和封山育林等一大批項(xiàng)目。這些項(xiàng)目的實(shí)施,較好解決了我市造林資金投入的不足問題,推動了我市林業(yè)的發(fā)展。

二、明確目標(biāo),突出重點(diǎn),扎實(shí)抓好植樹造林工作

__年林業(yè)工作目標(biāo)是:完成退耕還林4萬畝,長防林工程建設(shè)任務(wù)0.8萬畝,四旁植樹160萬株;完成封山育林6萬畝;完成林業(yè)育苗(含花卉)1萬畝;完成林地改制6萬畝。

工作重點(diǎn)是:突出“一項(xiàng)運(yùn)動”,推進(jìn)“兩大產(chǎn)業(yè)”,抓住“四個(gè)重點(diǎn)”,實(shí)現(xiàn)“三個(gè)跨越”。突出“一項(xiàng)活動”,就是大力開展全民義務(wù)植樹運(yùn)動。推進(jìn)“兩大產(chǎn)業(yè)”,即通過植樹造林推進(jìn)速豐林。

加工一體化和花卉苗木兩大產(chǎn)業(yè)體系建設(shè)。主抓“四個(gè)重點(diǎn)”:一是抓好國債貸款和世行貸款的退耕還林和長江中上游防護(hù)林工程項(xiàng)目建設(shè);二是抓好綠色通道工程建設(shè),今年要新建綠色通道150公里,境內(nèi)國道、省道和縣鄉(xiāng)公路全線綠化達(dá)標(biāo),縣鄉(xiāng)道85%實(shí)現(xiàn)綠化達(dá)標(biāo),通村公路綠化要達(dá)到50%以上;三是抓好村、組四旁植樹和農(nóng)田林網(wǎng)建設(shè);四是抓好城鎮(zhèn)綠化。圍繞慶祝建市十周年,大搞城市綠化,提高城市品位,市區(qū)、小區(qū)、街道、景點(diǎn)要實(shí)現(xiàn)全面綠化。實(shí)現(xiàn)“三個(gè)跨越”:即林業(yè)建設(shè)從傳統(tǒng)林業(yè)向現(xiàn)代林業(yè)跨越,城鄉(xiāng)綠化從量的擴(kuò)充到質(zhì)上的美化、園林化跨越,綠化主體由單一化向多元化跨越,開創(chuàng)全民搞好綠化的新局面。

工作措施是抓好“五個(gè)到位”。

一是抓宣傳,組織發(fā)動到位。通過多形式地宣傳發(fā)動,進(jìn)一步提高全民綠化意識;要加大對《森林保護(hù)法》的宣傳力度,做到依法造林、管林、護(hù)林。冬春是森林火災(zāi)多發(fā)季節(jié),要加大對森林防火知識的宣傳,確保森林資源安全。

二是抓領(lǐng)導(dǎo),責(zé)任明確到位。造林綠化涉及面廣,時(shí)間緊,任務(wù)重,各級黨委、政府必須加強(qiáng)領(lǐng)導(dǎo),充實(shí)和調(diào)整綠化委員會成員。各鄉(xiāng)鎮(zhèn)行政主要領(lǐng)導(dǎo)是本地林業(yè)建設(shè)第一責(zé)任人,分管負(fù)責(zé)人是主要負(fù)責(zé)人,要真正形成主要領(lǐng)導(dǎo)親自抓,分管領(lǐng)導(dǎo)具體抓,各有關(guān)部門協(xié)作配合抓的齊抓共管局面。各級領(lǐng)導(dǎo)要率先垂范,帶頭辦造林綠化示范點(diǎn),其中市級領(lǐng)導(dǎo)的示范點(diǎn)不得不低于100畝,鄉(xiāng)鎮(zhèn)主領(lǐng)導(dǎo)的示范點(diǎn)不得低于50畝,鄉(xiāng)鎮(zhèn)分管領(lǐng)導(dǎo)的示范不得不低于20畝,并立牌公示,接受社會監(jiān)督。

三是抓機(jī)制,政策兌現(xiàn)到位。要創(chuàng)新造林機(jī)制,引導(dǎo)廣大人民群眾投身植樹造林。繼續(xù)推行林權(quán)承包、拍賣等辦法,堅(jiān)持誰造林、誰投資、誰管理、誰受益。同時(shí),嚴(yán)格兌現(xiàn)國家重點(diǎn)工程造林政策。狠抓任務(wù)落實(shí)、政策落實(shí)和資金落實(shí),嚴(yán)格按照上級的有關(guān)政策,凡用于造林綠化的資金,要不折不扣地全部落實(shí)到位,以充分調(diào)動群眾造林積極性。各鄉(xiāng)鎮(zhèn)、街辦還要制訂出具體的優(yōu)惠政策,吸收社會閑散資金用于林業(yè)開發(fā)。

四是抓質(zhì)量,技術(shù)服務(wù)到位。堅(jiān)持“質(zhì)為先”,狠抓造林質(zhì)量,從造林整地、種苗選擇到植樹的各個(gè)環(huán)節(jié)都要嚴(yán)格把關(guān),千方百計(jì)提高造林的保存率、合格率和成活率。各鄉(xiāng)鎮(zhèn)、街辦要嚴(yán)格按規(guī)劃設(shè)計(jì)進(jìn)行施工,堅(jiān)持先整地后造林,嚴(yán)把設(shè)計(jì)關(guān)、整地關(guān)、種苗關(guān)和質(zhì)量關(guān)。按一村一品、一鄉(xiāng)一業(yè)連片建設(shè)林業(yè)基地。林業(yè)部門要加強(qiáng)技術(shù)指導(dǎo),提供全方位服務(wù)。

五是抓督辦,工作落實(shí)到位。對所有的林業(yè)生產(chǎn)項(xiàng)目都必須堅(jiān)持高標(biāo)準(zhǔn)、嚴(yán)要求,加強(qiáng)檢查監(jiān)督。要進(jìn)一步改進(jìn)和完善林業(yè)生產(chǎn)獎勵(lì)評比辦法,創(chuàng)造新的激勵(lì)機(jī)制,評規(guī)模,評質(zhì)量,評管理,評效益,防止形式主義,務(wù)求工作實(shí)效。成立造林督查專班,加強(qiáng)督辦檢查和跟蹤服務(wù),做到任務(wù)不完成,專班不散、人員不撤。

督辦組通過巡查督辦,召開專題現(xiàn)場會、匯報(bào)會、碰頭會,及時(shí)反饋各單位完成任務(wù)情況,督辦內(nèi)容涵蓋面積落實(shí)、造林質(zhì)量、工作措施等多方面,對落后單位將給予通報(bào)批評或者黃牌警告。市政府將依據(jù)責(zé)任狀硬帳硬結(jié),該獎的獎,該賠的賠,決不含糊。

成立于1937年的**市人民醫(yī)院,時(shí)稱**縣衛(wèi)生院,當(dāng)時(shí)正處在戰(zhàn)亂的年代,是**縣衛(wèi)生院的醫(yī)護(hù)人員冒著生命危險(xiǎn)在履行著醫(yī)務(wù)工作者的天職——救死扶傷,時(shí)刻捍衛(wèi)著處在水深火熱中的**人民的生命健康。

在學(xué)校,我是老師的小幫手,在家里,我是父母好孩子。就說這一整個(gè)假期吧!除了學(xué)習(xí)之外,一天下來,我洗碗、抹桌、擦地、澆花……干的活可多了!鄰居的阿姨們常??湮艺f:“真是個(gè)‘小大人’喲”這一夸,可把爸媽給樂壞了!夸得我心里也美滋滋的。

今天,我站在對手如林的講臺上,競爭“小市長”。如果在小學(xué)階段的最后時(shí)刻失去了這次機(jī)會,那將會使我遺憾終生。老師、同學(xué)們,請相信我、支持我吧!請記住我——一個(gè)普普通通的少年,把手中那寶貴的一票投給我吧!我一定奮發(fā)圖強(qiáng),努力學(xué)習(xí),德、智、體全面發(fā)展,以此來回報(bào)大家對我的信任!

新春伊始,萬象更新。今天,市立醫(yī)院第五屆第一次職工代表大會在這里隆重召開,這是全體干部職工政治生活中的一件大事,在此,我代表市委、市政府向大會的召開表示熱烈的祝賀!向?yàn)榫S護(hù)全市人民群眾身體健康做出突出貢獻(xiàn)的廣大干部職工和醫(yī)務(wù)工作者表示由衷的感謝和親切的問候!

剛剛過去的20xx年,在市委、市政府的正確領(lǐng)導(dǎo)下,市立醫(yī)院領(lǐng)導(dǎo)班子以科學(xué)發(fā)展觀為指引,團(tuán)結(jié)帶領(lǐng)全體員工扎實(shí)開展“醫(yī)院管理,學(xué)科建設(shè)”年活動,各項(xiàng)工作均取得了顯著成績,為保障全市人民身體健康做出了積極的貢獻(xiàn)。人勤春來早,發(fā)展氣象新,春節(jié)剛過,市立醫(yī)院黨政領(lǐng)導(dǎo)立足早動手,早安排,迅速召開職代會,聚精會神搞建設(shè),一心一意謀發(fā)展,為全市醫(yī)療衛(wèi)生工作開了一個(gè)好頭。

20xx年是實(shí)施“”發(fā)展規(guī)劃承上啟下的重要一年,也是深化公立醫(yī)院改革承前啟后、扎實(shí)推進(jìn)的關(guān)鍵一年。今天,召開職工代表大會,討論醫(yī)院工作報(bào)告、財(cái)務(wù)預(yù)、決算報(bào)告等重大問題,這些對推動醫(yī)院的民主建設(shè)、保持醫(yī)院的穩(wěn)定、調(diào)動職工的積極性,促進(jìn)醫(yī)院的改革和發(fā)展等起到了積極的作用。下面我就醫(yī)院下階段的工作提幾點(diǎn)要求:

一、加強(qiáng)醫(yī)院內(nèi)部管理,提升醫(yī)院整體水平

要使公立醫(yī)院在改革和市場競爭的大局中立于不敗之地,實(shí)現(xiàn)可持續(xù)發(fā)展,首先要從管理上進(jìn)行改革,實(shí)現(xiàn)管理由經(jīng)驗(yàn)型、粗放型向科學(xué)型和精細(xì)化發(fā)展的戰(zhàn)略轉(zhuǎn)變,不斷創(chuàng)新管理模式,落實(shí)管理措施。一是要立足實(shí)際,堅(jiān)定發(fā)展信心,找準(zhǔn)目標(biāo)定位。省委、省政府支持菏澤打造魯蘇豫皖交界地區(qū)科學(xué)發(fā)展高地座談會年前在菏澤剛剛召開,制定出臺了“加大對菏澤市醫(yī)藥衛(wèi)生體制改革等方面的補(bǔ)助”等20條意見;市立醫(yī)院擴(kuò)建項(xiàng)目已經(jīng)提上了工作日程,這些,都是市立醫(yī)院加快發(fā)展的重大歷史機(jī)遇。我們要抓住機(jī)遇,加快擴(kuò)建步伐,力爭三年內(nèi)床位達(dá)到3000張,各項(xiàng)醫(yī)療指標(biāo)全面達(dá)到三級甲等醫(yī)院標(biāo)準(zhǔn),全力打造魯蘇豫皖四省交界地區(qū)的醫(yī)療服務(wù)高地。二是不斷完善醫(yī)院制度建設(shè),落實(shí)執(zhí)行情況,建立健全統(tǒng)一規(guī)范的醫(yī)療質(zhì)量管理與控制制度。合理利用醫(yī)療資源,加強(qiáng)成本核算,有效控制物資消耗。三是以患者為導(dǎo)向,轉(zhuǎn)變傳統(tǒng)的服務(wù)理念,準(zhǔn)確把握醫(yī)療服務(wù)市場,細(xì)化患者分類,根據(jù)患者需求,增加便民服務(wù),改善服務(wù)流程,利用信息化手段提高服務(wù)效率,及時(shí)處理投訴和建議,構(gòu)筑良好的醫(yī)患關(guān)系,努力提高群眾的滿意度。四是完善績效管理體系,使分配更合理,充分發(fā)揮員工的積極主動性,實(shí)現(xiàn)醫(yī)院效益和醫(yī)療服務(wù)質(zhì)量不斷提高的良性循環(huán)。

二、加強(qiáng)重點(diǎn)學(xué)科建設(shè),提高服務(wù)水平

重點(diǎn)學(xué)科是醫(yī)院建設(shè)與發(fā)展的驅(qū)動力,是一項(xiàng)帶動全局的基礎(chǔ)性工作。醫(yī)院要充分發(fā)揮重點(diǎn)學(xué)科的示范作用和技術(shù)輻射作用,以重點(diǎn)學(xué)科為依托,建設(shè)特色學(xué)科群,開展以高新技術(shù)為龍頭,以協(xié)作攻關(guān)為紐帶的技術(shù)聯(lián)合,促進(jìn)全院科技工作的開展。

對于重點(diǎn)學(xué)科建設(shè),要根據(jù)專科特色、綜合實(shí)力、區(qū)域分布、戰(zhàn)略地位以及發(fā)展方向等因素,制訂較為完善的建設(shè)規(guī)劃、評選辦法和激勵(lì)機(jī)制,加大對科研創(chuàng)新工作的投入及獎勵(lì)力度。作為全市衛(wèi)生系統(tǒng)的醫(yī)教研中心,各專業(yè)學(xué)科都要在1—2年內(nèi)達(dá)到全市一流水平,至“”規(guī)劃內(nèi)成為市級重點(diǎn)學(xué)科,力爭省級重點(diǎn)學(xué)科4—6個(gè),爭取有1個(gè)學(xué)科在國內(nèi)有一定的影響。

三、加快人才隊(duì)伍建設(shè),加強(qiáng)專業(yè)人員培訓(xùn)

把高水平人才引進(jìn)、實(shí)用性人才培養(yǎng)、衛(wèi)生人力資源能力釋放放在更加突出位置,帶動和提升醫(yī)院整體技術(shù)水平。要把目標(biāo)定位放高些,要有引進(jìn)省級,甚至國家級、世界級專家的決心和信心。抓住與省立醫(yī)院合作的難得機(jī)遇,堅(jiān)持培優(yōu)、選優(yōu)、用優(yōu)的原則,有重點(diǎn)的培養(yǎng)一批業(yè)務(wù)骨干和學(xué)科帶頭人。

四、加快醫(yī)院文化建設(shè),增強(qiáng)發(fā)展后勁

文化建設(shè)是近年來從中央到地方都高度重視的一個(gè)問題,說白了,文化建設(shè)屬于思想道德建設(shè)的范疇。我們今天的表彰會就是文化建設(shè)的一部分,它可以提高大家的行業(yè)歸屬感和責(zé)任認(rèn)同感,充分發(fā)揮模范帶頭作用,弘揚(yáng)新風(fēng)正氣,構(gòu)建和諧醫(yī)患關(guān)系,樹立衛(wèi)生行業(yè)新形象,這方面,還需要大家致力研究,努力實(shí)踐。

同志們,全國兩會即將召開,公立醫(yī)院改革已經(jīng)站在一個(gè)新的歷史起點(diǎn)上,新的形勢催人奮進(jìn),新的征程任重道遠(yuǎn)?;仡?0xx年我們豪情滿懷,展望20xx年我們信心百倍,讓我們在市委、市政府的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,堅(jiān)持正確的發(fā)展思路不動搖,咬定確立的發(fā)展目標(biāo)不放松,振奮精神,開拓進(jìn)取,埋頭苦干,為把市

立醫(yī)院建設(shè)成為一流技術(shù)、一流設(shè)備、一流服務(wù)、一流環(huán)境的四省交界地區(qū)醫(yī)療服務(wù)高地作出更大貢獻(xiàn)!
